How about:
"The Number of days before the snow is plowed."Fighting through huge drifts and ruts is far more a deterrent than even -40 weather.
They never seem to plow the streets here. Streets start to look like bobsled runs before it melts.

Calgary has the highest Bike Score in Canada. That's just crazy. Most of the year there is too much snow or it is too cold to ride your bicycle. Weather is important.

Yes, weather is important, but a city council can't vote to have less ice, fewer hills, and more temperate weather. I think a city's BikeScore should be something that its elected officials have an ability to change, at least in theory. A neighborhood/city/entire region shouldn't be penalized for something that it has no ability to change.

This range is too high. 85 degrees is way too hot for most people to bike - sweatiness is a bigger obstacle to people biking than cold weather. The cities with the highest bike rates in the U.S. are all in the north.

Nice weather helps....
Would be good if cities that make attempts to mitigate the affects (like by having good practices of plowing bike lanes and paths) also had some penalty mitigation.
Really though, i'd guess that the amount of bike-specific infrastructure a city has invested in correlates pretty well to their willingness to maintain it... -
